Wallpaper comes in two layers. The top layer is the decorative paper, and the bottom layer is the adhesive paper. In order to take it down, you need to get to the second adhesive layer. There are so many products and gimmicks out there to take down wallpaper, and almost all of them are to get down to that second layer. Here are the step-by-step instructions on how to strip the wallpaper with only a putty knife and a sponge.
Find an edge (or make a hole) and use your putty knife to separate the top layer from the bottom.
 Start peeling!
Some pieces will come off easily with not much effort, and some will be much harder. This part is is simple but can be quite tedious. If there are parts that just wont budge, try using a putty knife to get a peel started.
If that doesn’t work, try getting it slightly wet, or using a steamer.
Once the top layer is removed, Fill a bucket with warm water (no soap or chemicals needed)
Use a sponge and ring it out (it doesn’t need to be soaked)
Run the sponge along the wallpaper to dampen the layer. If a spot is hard to remove, add a little more water.
Start peeling off the paper. It should come off very easily.
If it is hard to remove, go over it again with the sponge (remember it doesn’t have to be dripping wet)
Once it’s all off, get a new bucket of clean water, and wipe the wall down to get off any extra adhesive.
